1. What is Rules of Origin Facilitator?

It is a free tool developed by the ITC, WTO, and UNCTAD that allows exporters, governments, and customs agents to consult the specific rules of origin for products, countries, and trade agreements.

2. Access to the tool

  1. Visit findrulesoforigin.org
  2. No registration is required for basic queries
  3. Available in several languages (English, French, Spanish...)
  4. Click on "Find Rules of Origin"

3. How to perform a search

  1. Select the exporting country and the importing country
  2. Enter the product (by name or HS code)
  3. Click โ€œSearchโ€ to view the results
  • It will show you the available agreements between those countries
  • And the rules of origin applicable to that product in each agreement
Tip: Use generic descriptions if you do not know the exact code.

4. Interpretation of results

For each result you will find:

  • Name of the preferential agreement
  • Type of rule of origin (change of classification, minimum regional content, etc.)
  • Required documentation (certificate of origin, supplier's declaration, etc.)
  • Additional requirements (direct compliance, transport, accumulation, etc.)
Important: Rules may vary by tariff subheading. Always check accurately.

  • Download the results in PDF or copy the link to share
  • Consult legal guides related to each agreement

Example: Export of textiles from Morocco to the European Union

  1. Exporter: Morocco
  2. Importer: European Union
  3. Product: Cotton T-shirts (HS 610910)
  4. Result: Rule of origin requires "complete manufacture" in Morocco
  5. The Morocco-EU Association Agreement applies
