Access2Markets Tutorial

Consult tariffs, access requirements, rules of origin, and procedures for exporting from the EU

1. What is Access2Markets?

It is the official platform of the European Commission for companies that want to export or import products and services from/to the European Union.

  • Consult customs tariffs and applicable rates
  •
  • Identify requirements by product and country
  •
  • Explore rules of origin and trade agreements
  •
  • Includes tools such as ROSA, My Trade Assistant, and practical explanations
  •

Note: It is free, available in all official EU languages, and constantly updated.

2. How to access it?

  1. Go to: Access2Markets
  2.
  3. Select your language (Spanish available)
  4.
  5. Explore the sections or use “My Trade Assistant” directly
  6.

3. How to make a search

  1. Enter the HS code or product name (e.g. “olive oil”)
  2.
  3. Select country of origin (e.g. Spain) and country of destination (e.g. Mexico)
  4.
  5. Click “Search”
  6.

  • You will get information on applicable tariffs, VAT, taxes, technical standards, and required documentation
  •
  • You will also see if there are preferential agreements and what origin requirements must be met
  •

Tip: If you don't know the exact HS code, the tool will automatically suggest related codes.

4. Rules of origin (ROSA)

ROSA (Rules of Origin Self-Assessment) is a subtool that allows you to:

  • Verify if your product meets the conditions to access zero tariffs at destination
  •
  • Know the necessary documentation (EUR.1 certificate, supplier's declaration, etc.)
  •
  • Simulate scenarios for different countries
  •

Important: The rules vary depending on the product, country of destination, and trade agreement in force.

5. Product requirements

Access2Markets shows:

  • Technical or sanitary requirements of the destination country
  •
  • Labeling, quality standards, prior registrations
  •
  • Necessary customs documents (invoice, certificate of origin, etc.)
  •

These requirements help avoid returns or blockages at the border.

6. Practical example

Example: Exporting wine from Spain to Canada

  1. Product: red wine (HS 220421)
  2.
  3. Origin: Spain
  4.
  5. Destination: Canada
  6.
  7. Result: 0% tariff if the CETA agreement is met + labeling requirements, sanitary standards, and documents such as the EUR.1
  8.

Access2Markets also links to the legal texts of the trade agreement.
